This is because, unlike Kingmaker where you had Amiri from the get go, in WotR you have no access to a high damage output melee companion for about seven levels or well into Act 2. Cleric is the most powerful and fun divine caster because it has domains. The community domain in particular is essential because it lets you apply a +7 AOE buff. You want spontaneous casters for the merged list ideally since it adds a ton of spells which covers your main weakness.
